Charging policies are markedly different; fourteen distinguish between different client groups. Economic considerations (recovery of direct costs) were reported as the most important rationale. Other factors were encouraging demand of particular client groups. Ten respondents foresaw an increase in user fees, but three respondents stated they were likely to decrease.
